Thanks for the heads up on the great deals on Derby's! I've shaved with both the Derby's and the Isrealis. While both provide me with close shaves the Derby's just "feel" smoother against my skin while shaving with them. I ordered 200 blades, so now I'm good for a couple of years or more. :D

I'd boil it. I'll bet there's a bunch of soap and debris inside of the handle keeping it from moving. Even the ones that look clean yield quite a bit of unseen debris when boiled.

Yes it will. Simple math; the weight of the inner bowl is not greater than the weight of the water it displaces.
