I'm no dermatologist, but eating healthily makes a noticeable difference for my skin health and once place I notice it more than others is under the eyes. ymmv.

Make sure you are eating right (enough non-starchy vegetables), consider a supplemental vitamin, make sure you are getting enough rest, and exfoliate gently under the eyes to remove dead skin.

How many hairs are in a brush? 1000? If so, one hair per shave per day give you 200 days before a 20% loss in hair volume. I'd probably be concerned, although I might be off on the hair count.
