Since day one, I've heard that skipping a shave will lead to a better shave. I'm still not convinced. Is it a better shave, or does you face just feel better because you are now clean shaven? Actually, I have this problem too - dark black hair, though my complexion is a bit more on the olive side. Get yourself a good George Hamilton tan and this should lessen the effect somewhat.
