Yes, a really stunning razor and rare in that condition. It looks to me like a #16 with the flat rather than diamond-shaped blade-plate, in which case it's the best shaver of that type (a little heavier than the #66). BTW, the English Aristocrats do not have the year code on them. This is most likely early 1950's.

The "stem" part slides into a groove from one of the sides of the razors head, then use the slide botton on the magazine to inject the blade into the razor.
