I wanted to make a layer and pull some detail out of the buildings. I could not pull it off.

This was shot with a cannon s410.

Simply play with the Image => Adjustments => Shadow/Highlight function. But personally, I like the sombre sky and the buildings silhouetted against the sunlight. My interpretation of your photo would be far gloomier:

After adjusting the contrast, use the history brush to brush back in the somber clouds...if I had a little more time, I'd show you :cry:

I live in Calgary, Alberta, Canada.
Thiose pics were taken in Banff, Johston Canyon and Kananaskis Country, all well within an hours drive from my doorstep.

Here's a few from withina five minute walk of my place.

Looking east along the Bow River, from the Edworthy Park Bridge.

Very nice. I'd love to have enough money to build a log house on that land and just get away.

What kind of camera are you using for these great pictures? I am in the market for a new DSLR and thought I'd ask.

Most of those pics were taken either with a Canon A80 or a Canon S2-IS..
I have since upgraded to a Nikon D80, which gives me results like this:
