out of curiosity: is the railing on the side a legal requirement?

Building regs specify what kind of railing for particular deck heights. This house is built on sloping ground, and while it is attached to the ground floor of the house, that ground floor is 15 feet in the air at the back of the house. The railings and the glass are both acceptable, but the glass is too expensive to go all around, especially as there is no view to that side, except for the canopy of trees that we have planted over the years in the lawn on the side of the house. The previous deck was to old regulations and would have prevented the sale of the house, even if it weren't beginning to get rather shaky after 25 years.
