Are These Israeli Personnas?

I was looking on Ebay for Israeli Personnas and found these:

I looked at the seller's feedback and a couple of buyer's had complained that they were not Israeli. However, the seller has a pic of the label from the box saying "made in Israel" and insists they were made in Israel and imported by American Safety Razor Company.
