I usually do a combination. I don't exactly fill the sink, but I do get enough in there to rinse the razor. Then I use more from the tap as needed to wet my face. I usually drain and partially refill the sink once during the process.

Dad taught me to shave using a sink full of water. I don't see much benefit to using running water to rinse the razor while shaving., the sink will do. I use running water after the shave for a final rinse.

I fill the sink. I use less water than letting it just run, but I do use more water since DE shaving. The water I used with the can of goo was used sparingly. I worry some about it.
