"Stubble" question for you experts

Sometimes after a shave I'll notice that some spots still have some sort of "stubble". I put that in quotes because the stubble is more white and does not look like hair. I seem to get it in areas where the hair is dense and difficult to cut, like the upper lip. Can anyone let me know what I'm seeing and maybe ways to avoid it? Thanks.

that maybe not hairs but dead skin.
You should consider ligtht exfoliate maybe.
