I am looking for a Trimmer I can use that will cut the hairs on my face really short. I have really sensitive skin and hate shaving (because I rash up), so sometimes I just want to use a trimmer and not shave afterwords. I am looking to spend around $30 or $40, but a some of these are a little more.

I confess that I am completely ignorant of these devices. As you may understand, trimmers have not traditionally been a hot topic on this shaving forum..

As Gary said, this forum is really about wetshaving, so your question falls outside of the general expertise to be found here.
That said, you say that you want to cut your whiskers really short. If you are talking about leaving some stubble, as is fashionable now, an electric trimmer would probably work. If you want you want your whiskers cut at skin level, like a shave, you would need to spend more for a quality electric shaver. When I used an electric, I did far better with the foil-type, like a Braun. The rotary electrics didn't work for me, at all, especially on the neck.
The alternative is to learn a proper wetshave, as we do here. It's possible that a shave with a razor that only has a single blade and skin-friendly lather made with a brush and quality shaving soap or cream would cause you less skin irritation. Nevertheless, I don't know how you have shaved and what caused your skin to rash, so I can't say for sure what would work for you.

When you get past the $5 mark,you need to ditch the plastic toys and get a real trimmer from Oster ,Andis or Wahl...try http://www.williamsportbarber.com ....you can call or email them for advice...For around $50-$70 you can get a professional barber trimmer that will last 20 years and can be sharpened or take new blades.

the Andis or Wahl trimmers are the best and offer you more than several models to pick from.
I have a Wahl that I bought way back in the 1970's and just last year got a Andis. they are both great trimmers and I do think the Andis is the better choice.
I use them for my sideburns mostly and to reshape my hair line etc.
I have learned to not get the rechargeable versions and to go with the corded ones. they last longer and hae less problems down the road.
