My PM is not sent

I replied to a PM and initiated a new PM recently and they just sit in my outbox and are never sent.

The FAQ says to contact the administrator but does not identify who that might be.

Scott they stay there until the recipient opens the message.

This obviates the need to request and acknowledge read receipts.
