Target Santa Clara
I'm certain Target on Coleman in San Jose/Santa Clara area has the Proraso. There is also The Art of Shaving in San Francisco in the Westfield mall near the Metreon.

Have you tried alum?
I've heard that these can sometimes be lessened by using an alum block after shaving. It tightens up the pores and functions as an antiseptic, so that irritation should be minimized.
