Absolutely. I use it both pre and post shave too, and this works really well for me.

I would probably use a little less water, or perhaps a little more soap, but that's just me. I favour a "thick" foam, and do sometimes get the bubbly effect you have if i use too much water. Mainly when i neglect to shake the excess water from brush enough.

I shave before a shower occaisionally, and i get relatively decent results, but i find the real difference for me is the comfort factor. I tend to get slight irritation a couple of hours after my shave if i haven't showered first.
