Nice find. It is commonly called either a HD Rocket or a Model 500 Rocket. They are generally very nice shavers.

The price point that the OP is interested in is not unreasonable. Most of the Visions that I have seen sold here have gone for about $75. I bought one myself here and later sold it (each time for that amount). It had very little use and was "like new".

I primarily use a Gillette 40's Super Speed, but use a Futur about a quarter of the time. If it were easier to maneuver under the nose, I would probably use it more than I do.

While MWF is a great soap, I rarely use mine. On the other hand, all of my Harris soaps (I have them all) get frequent use. Take that for what you will.
