I've been exploring handheld pies.

A version of the Macdonald's cherry pie:

I've never heard of handheld pies, but I like the idea and the look of your depicted creations.

The crust looks like it might have a slightly different consistency from other pies, in order to maintain structural integrity. Is that so?

You spotted it! They are made from tortillas, but when baked they are crunchy and just like shortcrust pastry.

I never would have guessed that! But it makes sense.

Corn or flour? My guess would be flour.

Flour. Next experiment will be to make samosas with them.
