I have a hunch, with no logical reason to speak of, that they are Episcopalians.

Anybody have any idea who they are, and what the big collars are for?

Looks like an event from the State Church of Iceland (formally called the Evangelical Lutheran Church of Iceland). Looks like the vader guy was just hanging around about the time they had a procession. More pix:
